    Solution to replace language:

    1) Prepare localized strings using the Localizer Editor. You can download .ini file with lots of language here: https://www.devexpress.com/Support/...mentFile/f7b18817-d924-11e5-80bf-00155d62480c)
    2) Drop the TcxLocalizer (tab Devexpress) component onto a form and specify the path to the .ini file that contains the localized resources.
    3) Specify the required Locale, and finally, activate the Localizer.

To view more about this matter go here:
    https://www.devexpress.com/Support/Center/Question/Details/K18138

    That's all!

You can also build your own translation by executing the file cxLocalizerEditor.exe, and compile to a .res file.

EDIT: some strings are not translated (wizards, etc.). Sorry.
